Abstract
The article surveys the material and social developmental constraints in the 21st century, with special emphasis on the development attainment and environmental impact of the countries of European semi-periphery. We survey the common global constraints on development practices, and position a selection of European countries by their development and environmental impact indices. The article provides a common framing for further theoretical and empirical contributions in the edited volume.
