Abstract
IN CROATIAN: Dr. sc. Teo Matković na temelju analize dugogodišnje serije mikropodataka Državnog zavoda za statistiku, koji do sada nisu bili korišteni, daje detaljni prikaz kretanja u plaćama u javnom i privatnom sektoru tijekom petnaest godina. Pritom uzima u obzir tri važna elementa: režim plaća u javnom sektoru, strukturu zaposlenih u javnom sektoru i kretanja plaća u privatnom sektoru. Poglavlje započinje pregledom do sada publiciranih studija vezanih uz kretanje plaća u javnom sektoru u Hrvatskoj, a nastavlja isticanjem manjkavosti uobičajeno korištenih izvora i pokazatelja u javnoj raspravi o plaćama u javnom i privatnom sektoru. Uzimajući u obzir dosege i ograničenja dosadašnjih istraživanja ovog područja identificira realno kretanje plaća i satnica u javnom i privatnom sektoru za pojedine razine obrazovanja i područja kolektivnoga pregovaranja te ih uspoređuje s kretanjem plaća u privatnom sektoru za pojedine razine obrazovanja. Za tu svrhu koristi posebno pripremljene mikropodatke derivirane iz redovnoga statističkog istraživanja Državnoga zavoda za statistiku „Godišnje istraživanje o zaposlenima i isplaćenoj plaći“ od serija prikupljenih počevši od 2004. godine pa sve do 2017. godine. Uz detaljan pregled kretanja prosječnih bruto plaća vrijednost ovog poglavlja je u tome što utvrđuje jaz u plaćama s obzirom na razinu obrazovanja i različite djelatnosti javnog sektora, što dodatnim analizama utvrđuje neravnoteže unutar pojedinih djelatnosti, ali i daje detaljan pregled strukture zaposlenih, radnog vremena kao i broja zaposlenih u javnom i privatnom sektoru. --------------- IN ENGLISH: Based on the first-ever analysis of a long-standing series of microdata from the Central Bureau of Statistics, Teo Matković gives a detailed overview of wage developments in the public and private sectors in Croatia over fifteen year period. In doing so, he takes into account three important elements: the wage regime in the public sector, the structure of employees in the public sector and wage developments in the private sector. The chapter begins with an overview of previously published studies related to public sector wage developments in Croatia, and continues by highlighting the shortcomings of commonly used sources and indicators in the public debate on public and private sector wages. Taking into account the achievements and limitations of previous research in this area, this identifies the real movement of wages and hours in the public and private sector for any given level of education and collective bargaining sector, while comparing them with the movement of wages in the private sector for comparable levels of education. For this purpose, the research uses specially prepared microdata derived from the regular statistical survey of the Central Bureau of Statistics "Annual Survey on Employees and Salary" from series collected between 2004 and 2017. In addition to a detailed overview of average gross wages, the contribution of this chapter is that it identifies the wage gap with regard to the level of education and various segments of the public sector, which points at imbalances within individual sectors while providing a detailed overview of employee structure, working hours and number of employees.
